Equality / anti-discrimination
Policy approaches based on equality / anti-discrimination legislation have considerable potential in the eAccessibility field. Such approaches can provide people with disabilities – individually or collectively – with a right to seek redress if they are confronted with inaccessible ICT equipment or services, either in relation to ICT-based goods and services in a general sense or in relation to specific usage contexts.
Legislation/regulations
While the Czech Republic has implemented the EU Employment Equality Directive, there does not appear to be any legislation prohibiting discrimination on the disability ground in the provision of goods and services or in education, and the employment equality legislation does not make specific reference to eAccessibility issues.
Goods and services equality
There does not appear to be any legislation prohibiting discrimination in the provision of goods and services on the disability ground.
Employment equality
Council Directive 2000/78/EC of 27 November 2000 establishing a general framework for equal treatment in employment and occupation has been fully adopted into the Czech Law (65/1965 Digest and adjustments No. 155/2000 Digest and 46/2004 Digest). There does not appear to be any direct attention to eAccessibility. (The main approach is through facilitating employers to acquire AT through financial supports and giving additional incentives in this regard).
Education
While there is no direct anti-discrimination legislation, the Institute for Information on Education (IIE) runs a number of projects regarding the current situation in the national educational system. The Institute is responsible for implementation of special methodologies, ICT equipment and e-education in the Czech elementary and secondary schools, including those for students with special needs.
