The Electronic Communication Act (RT I 2004, 87, 593) includes a general obligation to take into consideration the needs of a person with special needs. The act transposes the EU Universal Service Directive into Estonian Law. However, there are apparently no specific measures implemented by telecoms operators for disabled consumers.
