There are no legislative or regulatory measures in relation to accessibility of websites in Estonia.
Other initiatives
The Department of State Information Systems of the Ministry of Economic Affairs and Communications has approved guidelines concerning the State IT Architecture and Interoperability. According to the Guidelines, all public organisations shall follow the Web Content Accessibility Guidelines (WCAG). The document is not obligatory and no sanctions are foreseen. The Estonian Information Society Strategy 2013 includes a target that all public sector websites will be WAI compliant by 2010. This is part of a broader commitment that the information society “is created for all Estonian residents, whereas particular attention is paid to the integration of social groups with special needs, to regional development and to the strengthening of local self-initiative.”
There appear to be no measures in relation to private websites.
