Horizontal or co-ordinated eAccessibility measures

Here the focus is on whether, in addition to the various sectoral themes discussed above, there are also horizontal or co-ordinated eAccessibility measures that cover a range of sectoral themes or dimensions of eAccessibility.

The national action programme Towards Barrier-Free Communication was published in 2005 and is ongoing. Overall responsibility lies with the Ministry of Transport and Communications. Broadly speaking, the aim of the programme is to raise awareness in the communications sector of the needs of older people and people with disabilities. It also seeks to promote the principle of Design for All. Objectives and priority areas include: broadband, digital television, accessible websites, emergency services and positioning, directory services and easy-to-use-terminals. A report from February 2008 shows that a number of the objectives were completed:

  • Research on how broadband can be used for services to specific target groups has been completed
  • A survey was carried out regarding the use of directory enquiry services
  • The possibility of producing an accessible CD-ROM directory has been explored
  • Directory enquiries and telecoms service providers have discussed how to provide directory enquiry services to specific target groups

Five additional objectives were added in 2006, and a further five in 2008.
