The Law of electronic communications (Elektronisko sakaru likums) transposes the EU Telecoms Universal Service Directive (2002/22/EC). The regulations state that universal service should be provided for each citizen (including disabled persons) at an affordable price.
The universal service defines the minimum level of electronic communications services, which must be provided to all existing and potential users in terms of defined quality and at an affordable price. This level is determined in regulations on universal service in the area of electronic communications. According to these regulations, disabled persons should be provided with fixed telephony services (fixed publc exchange network) as well as textphone services. This includes the provision of special measures in order to make these services available for disabled persons. The provider of universal service should also provide its services to disabled persons at a discount.
Currently, the fixed telecoms network operator applies a discount for deaf consumers using text telephones and for disabled people who have a certain degree of disability.
