The Law on Electronic Communications includes requirements for universal services in Lithuania. It includes obligations to ensure telecommunication services are accessible to disabled people. Regulations introduce pricing parity for disabled users (i.e. universal services must not be more expensive than services provided to other users). Specific requirements for universal services set out by the Communications Regulatory Authority in 2006 oblige telecoms operators to fulfil the requirement regarding accessibility of pay telephones (for 10% of all public phones booths, the instruction for phone use must be printed in 16 size font and properly illuminated for the dark and phone booths must be built in accordance to a specific standard STR 2.03.01:2001 “Buildings and territories: requirements for disabled needs”). It is also required that a public phone fitting the above requirements is installed in a range of public services including public transport stations, healthcare offices, post offices, and at a range of disability services.
