The law of 30th May 2005 ‘sur les réseaux et les services des communications électroniques’ is legislation based on the transposition of the EU Universal Service Directive. Article 40 makes provision for accessible public payphones, but no other provision for disabled users seems to be present.

Other law on accessibility of public places and buildings defines the accessibility of public payphones (with reference to the built environment), so that they are accessible to wheelchair users.

Other initiatives

Although there does not seem to be direct legislation on accessibility of emergency services for people with disabilities, some Ministries have implemented initiatives of relevance, addressing emergency service 112 (civil protection) and 113 (police). Emergency services via SMS and fax were launched on 19th October 2006 for deaf, hearing impaired and speech impaired people.
