There are no legislative obligations for the accessibility of websites in Luxembourg.
Other initiatives
The ‘Charte de normalisation’ is the main vehicle for implementation of web accessibility measures in the national context. This consists of guidelines for the development of public websites and includes the Web Content Accessibility Guidelines 1.0 as an Annex. It is a guideline within the frame of the government’s action plan ‘eLuxembourg’, which supports each administration of the Luxemburgish state or each ministry to present its internet site on a uniform basis according to the rules of presentation illustrated in the guidelines. Web accessibility can be applied on a voluntary basis. The eGovernment action plan includes a commitment to accessibility for people with disabilities in all projects related to the plan. This is specified in terms of: having standards and guidelines (including but not limited to WAI guidelines), accessibility at an early stage of the project, ensuring that accessibility is central to project management, training, assessment by ‘neutral’ testers, labelling and monitoring.
Internet rooms for All (Internet-Stuff pour Tous) is an initiative by the Ministère de la Fonction Publique – Service eLuxembourg to help different communes with a subvention on the establishment of ‘Internet-Stuff’ in public places. It includes application of Web Content Accessibility Guidelines 1.0. It promotes the accessibility of sites to disabled persons, elderly persons and visually impaired persons based on the recommendations of the EU-Commission.
ADAPTH a.s.b.l. (www.adapth.lu) is a non-profit organization that provides support on web accessibility issues in co-operation with the Ministry of Family and Social Integration.
