Analogue TV
Article 4(3) of the Mass Media Act (2001) has some provisions regarding programming for blind and deaf viewers. Under the Act, the Ministry of Culture launched a public tender for support for dissemination of programming for people who are blind and those who are deaf-and-dumb (2002).
The Radio and Television Corporation of Slovenia Act defines the public service broadcaster obligations for RTV Slovenia. It states that the broadcaster should “provide programming intended for blind and visually impaired persons and for deaf and hearing-impaired persons using systems adapted for such persons”. It requires the establishment of a Programme Committee to oversee the provision of programming accessible for disabled people. Disability organisations can propose members of this Committee. However, the Act does not specify targets in terms of how much / what proportion of programming must be accessible.
There is no regulatory obligation on private broadcasters to provide accessible programming.
Digital TV
There appears to be no specific provision for accessibility in the digital TV strategy.
