Horizontal or co-ordinated eAccessibility measures
Here the focus is on whether, in addition to the various sectoral themes discussed above, there are also horizontal or co-ordinated eAccessibility measure that cover a range of sectoral themes or dimensions of eAccessibility.
National Guidelines to Improve the Built Environment, Information and Communications Accessibility for Disabled Persons (‘Easily Reached Slovenia’) of 2005 are relatively wide in scope. The specific aims of relevance for eAccessibility are:
- to overcome the obstacles in the communication infrastructure and in built infrastructure / environment;
- to ensure access to education;
- to provide the information in a proper form for sensory disabled people and for those with cognitive disabilities;
- to ensure access to public transport;
- to ensure that the eGovernment services are accessible to disabled people;
- to ensure the inclusion of disabled people in the accessibility programmes; and
- to enhance the inclusion of disabled people in ICTs.
The Ministry of Labour, Family and Social Affairs with its Directorate for disabled is responsible for the implementation and monitoring of this Strategy. All of the provisions should be realized no later than 2007.
In addition, the Action Plan for Disabled People 2007-2013, although quite broad in nature, specifically mentions access to ICTs as one of its goals. In addition, eAccessibility is likely to become an issue within other goals, most notably in the areas of education and employment. The implementation will be overseen by the Ministry of Labour, Family and Social Affairs.
