The Electronic Communications Act (2004) implements the EU directives. Article 11 of the Act defines the scope of universal services. The minimum set of universal services for disabled persons shall include:
- Ensuring that public pay telephones from which it is possible, free of charge, to make emergency calls … are accessible for disabled users;
- Ensuring measures for disabled users that enable them to have the same type of access to publicly available telephone services, including access to emergency services, directories and directory enquiry services, as other users.
The institution responsible for monitoring the universal service obligation is the Post and Electronic Communications Agency of the Republic of Slovenia, while the government-owned Telekom Slovenije is charged with implementation.
Disabled people are also amongst the categories of consumers who are entitled to special tariff options or packages.
Other initiatives
The Broadband Connections Strategy states that disabled people are entitled to receive a subsidy for broadband connection. The agency responsible for the implementation of broadband connections subsidies is ARNES – Academic and Research Network of Slovenia. In addition, according to a free internet access contract established between the Ministry of Labour, Family and Social Affairs and ARNES, also approved by the Ministry of the Information Society, certain groups of disabled persons (blind and visually impaired, deaf and hard-of-hearing) have free internet access.
