The Telecommunications Act, 2004 transposes the EU Directives. However, telecoms services for the disabled, such as text telephones, do not seem to be part of the category of universal services, though it appears that anyone who requests these from the universal service provider will be supplied with the service at an affordable price. No legal obligation to apply special tariffs to disabled users is reported.
Other initiatives
The universal service provider operates a text telephone relay service on a 24/7 basis and this also supports calls from new text telephone mobiles.
