Horizontal or co-ordinated eAccessibility measures
Although there is no single, co-ordinated eAccessibility measure in the USA, the Americans with Disabilities Act has a horizontal dimension in that it covers a range of ICTs and application domains. Section 255 of the Telecommunications Act is also ‘horizontal’ in the way that it addresses the whole telecommunications sector, including both services and equipment.
